The solution would be to regulate the advertising of the devices to younger people in a fashion that is similar to just how tobacco companies have targeted their ads. By making teenagers pay higher charges for e-Cigarettes and mandating that retailers cover storage costs, the public health officials can at the very least make some headway in reducing the amount of young people starting to smoke.
